Use osm-export-tool with YML file to create GeoJSON file as follows:
pip install osm-export-tool
wget https://download.geofabrik.de/europe/britain-and-ireland-latest.osm.pbf
osm-export-tool britain-and-ireland-latest.osm.pbf osm_download -m [downloaded-yml-name].yml
ogr2ogr -f GeoJSON osm_download.geojson osm_download.gpkg
